How can I validate created data?

Before creating data, I want to check fi the data doesn't exist. If it exist, I don't want to creat that data.  I tried to use duplicate value Validator but it doesn't do what I want.

      Hi, the Duplicate Value Validator does validate against duplicate values. You may want to elaborate on what you have done so far and what is expected.
